Well yes and no, he may have bought those PLEX for in game money they're going for about 480 million isk....meaning he spent just under 40 billion isk [thats a *love* ton of in game isk] Most people, the average player think its awesomewinsauce having 1 billion isk...

Eve is a very deep game where your free to do as you please. Although it is pay to play in the form of either monthly direct debit you can also earn enough in game money to buy a PLEX and play for free.
