how to make cannon turn like horizon beach. It seems to launch when its moving too.

If you add AttachTag on the mover as the ProjectileGenerator's tag.. it'll move with the mover.

One final question...
I want the cannon to fire only perhaps once every 2 or 3 minutes, enough time for the enemy team to have a chance to leave the target area... how to limit the amount it can fire... i.e. it fires every 2 minutes only,

I would try modifying the waittime.. set it to 10 to see if it launches a projectile every 10 seconds, if it works then enter the desired number.
