EDIT: Though I do have to mention that Shadow was going to host it as a test to see how well it worked, rather than just put it straight out there. Just FYI.

There's no official rule, just basically FGS carried on where Factory left off.
So roughly speaking, everyone gets hosted FOR TESTING. Their map goes up. If no-one is screaming about it within a day or two, it stays up for a week at least.
If the map is not really suitable for altfire, we will remove it eventually, but usually give 1-3 weeks testing time to allow the mapper his all-important feedback and watching players fight on it etc. If the map is good and promising, we ask the mapper to fix any errors we discovered and then we will add it to the maplist.
We are fairly democratic with the maplist, but make final decision.
Also we pay careful attention to the fact that one's man poison is another man's whiskey. I hate both Prodigy and FlyThePlanes, but there are two different groups of players who campaign for both to remain on server. So we try to maintain some variety and diversity in the maplist.
In the case of Skilgannon's map, it is definitely unsuitable for a long life on Wunderland, but since it his first map and he is showing interest in SG mapping, Altfire and various things, I was prepared to host it for a while, until at least he releases something bigger. And yep, we need to host it for maptesting, which is something we offer the community.
