I think stupidity subsumes the biomass more or less indiscriminately from the East to West. What (positive) differences may exist, are generally born from some random event in the local region's past. Tracing from the North to South, it is either too cold to waste time on thinking, or too hot to bother.

You call me Western, but the Romans only got 30 miles past the Scottish border. Same with the Welsh and Irish, Norwegians, Icelandic people, you can't accurately call us Western or European.
