Technically no, because it doesn't add to your post count, in fact the shoutbox started off very spammy and nonesense, now it's more useful for quick chats and stuff.

Yes it's very handy for stuff

i'm guessing its a good way to help control some spammers as well

i.e. the psychologically disordered spammers i.e.me included...

To return to the initial question..
Technically, the chat box is completely separate from the forum posts.
It's separate php code and uses different database tables.

What I've done was creating a dummy topic and modifying the corresponding forum php files to access the chatbox post tables instead of the usual forum post tables, if that special dummy topic is requested.

Yes.. the integration required me to change/extend 26 different spots in the php code..
